Regret to inform you that enquiry of Commissioners izta
affairs of University reveals position of actual insolvency
overdraft of $500,000 and deficit on this year of $145,000
which is not likely to be decreased in future years.
Consider it of vital importance for prestige of Colony
and British name in China'that University should not be
fiasco which is inevitable unless substantial assistance
is given by Government. I propose to invite Council to agree to provision of $1,000,000 for endowment and
increase of annual grant to at least $50,000.

whole sum from that money in first instance taking risk
of losing actions now pending for its return to shipy
owners. If case went against us money could be found
from balances, Shall also appeal to public but that will.
meet with no success unless Government aomes forward firs and generously. Position and prestige would be greatly strengthened if you could secure payment to University
of some part of Boxer indemnity or by increasing however slightly grant now made from His Majesty's Government for scholarships. It is of vital importance that good Vice Chancellor should be obtained quickly can you get Board of Education to recommend competent person must be of high academic qualifications but is even more necessary that he should be strong man able to instil discipline
out of hand into staff which is on our bande-and over anxious about money making. Would be glad to receive as early as poasible your approval of financial proposals.
